MOHRE is the federal regulator of private-sector labour in the UAE, responsible for work permits, the MOHRE Standard Contract, the Wage Protection System, the labour-complaints process, and the Emiratisation programme (NAFIS).
What it does
It oversees private-sector employment under Federal Decree-Law No. 33 of 2021 (the UAE Labour Law that replaced the 1980 federal framework). MOHRE issues and cancels work permits, runs the WPS payroll system through approved banks, mediates labour disputes free of charge, and enforces the federal Emiratisation quotas. Public-sector and DIFC/ADGM employees are governed by separate frameworks.
