ICP — Federal Authority for Identity, Citizenship, Customs and Port Security

ICP is the UAE's Federal Authority for Identity, Citizenship, Customs and Port Security (Arabic: الهيئة الاتحادية للهوية والجنسية والجمارك وأمن المنافذ) — the federal authority that issues every Emirates ID card, manages residence visas for all emirates except Dubai, processes citizenship and naturalisation applications, and runs customs and the e-gates at ports of entry. Until 2021 the same body was called ICA, and before that the Emirates Identity Authority — three names, one authority.

What does ICP stand for?

ICP is short for the Federal Authority for Identity, Citizenship, Customs and Port Security — the abbreviation keeps the initials of the authority's three headline mandates (identity, citizenship, ports) rather than spelling out the full name. Older documents, apps and websites still say ICA (Federal Authority for Identity and Citizenship, occasionally written FAIC) or EIDA (Emirates Identity Authority); every one of them refers to today's ICP.

The old branding lingers: "ICA Smart Services" links redirect to ICP's portal, and the mobile app once branded UAEICA is now UAEICP. A form that asks for "ICA approval" means today's ICP.

What it does

ICP issues every Emirates ID card nationwide, handles UAE residence visa and entry-permit applications for all emirates except Dubai (where GDRFA takes over), processes naturalisation and citizenship files, runs customs and port security, and operates the federal smart-services portal and UAEICP app. Since 2026 its entry-permit workflow also enforces the good-conduct-certificate requirement for a phased list of 45 nationalities.

"ICP Dubai" is a common search with a two-part answer: ICP runs customer happiness centres in Dubai for Emirates ID and citizenship matters, but Dubai residence visas belong to GDRFA — a Dubai resident deals with ICP for the ID card and GDRFA for the visa.

Frequently asked questions

Is ICP the same as ICA?

Yes. ICA (Federal Authority for Identity and Citizenship) was renamed ICP in 2021 when customs and port security were merged in. Accounts, files and Emirates ID records carried over unchanged — only the name and app branding moved.

Does ICP handle Dubai visas?

No — Dubai residence visas and entry permits run through GDRFA, Dubai's own residency authority. ICP still covers Dubai residents for Emirates ID, citizenship and customs matters, and its File Validity check covers files from every emirate except Dubai.

How do I check my visa status with ICP?
