UAE Golden Visa: Full Eligibility Routes & Renewal
Updated Sources ICP, GDRFA Dubai
The UAE Golden Visa is the headline product of the 2022 residency reform — a 10-year, self-sponsored, renewable permit that needs no employer or local sponsor. For expats weighing whether the UAE is a long-term home rather than a posting, and for founders deciding where to anchor capital, this is the document that answers the question. Federal Decree-Law No. 29 of 2021 and its executive regulations (Cabinet Resolution No. 65 of 2022, in force from October 2022) expanded eligibility well beyond the original 2019 framework; ICP's current list also covers digital-technology talent and top graduates of UAE and top-100 global universities. This guide walks every qualifying route, the AED thresholds, family inclusion rules, ICP and GDRFA application mechanics, and ten-year renewal. For neighbouring routes see the Green Visa, the Freelance Permit, and the Visa Guide hub; founders should also read the parallel Founder Visa write-up.

Apply via the ICP federal portal, or via GDRFA Dubai for Dubai residents. Government fees depend on the route and emirate; Dubai Land Department's property route, for example, totals AED 9,884.75 for the holder and AED 5,774.50 for each family member, plus AED 100 for each sponsored person.
The 2022 Reform — What Federal Decree-Law No. 29 Changed
Federal Decree-Law No. 29 of 2021 and its executive regulations (Cabinet Resolution No. 65 of 2022, in force from October 2022) are the legal anchor for everything below. Four shifts matter.
First, residency was decoupled from employer. The legacy two-year permit lapsed when its holder left their job; the Golden Visa, Green Visa, and freelance routes are not sponsored by an employer. Their conditions still apply during the permit: in Dubai, GDRFA requires an investor to keep the qualifying investment for the permit's validity, and cancels a Golden permit held on the AED 30,000 salary route if the employment contract is cancelled or the salary falls below AED 30,000.
Second, the six-month-absence rule was lifted for Golden Visa holders. Under the old regime, staying outside the UAE for more than 180 consecutive days voided the permit. Golden Visa holders are exempt — absence is measured in years rather than months, provided the qualifying basis remains in place.
Third, eligibility categories broadened dramatically. The 2022 reform added entrepreneurs, frontline workers, scientists with Emirates Scientists Council nominations, top students, creatives, athletes, and humanitarian contributors. ICP's current list also covers talents in digital technology and graduates of top-100 global universities.
Fourth, family inclusion was made explicit and uncapped on age. Spouse, children of any age, and parents all sit on the holder's file, with domestic helpers sponsored under the same household. Family members carry the same 10-year term as the holder.
Investor Routes — The Three AED 2 Million Paths
The Golden Visa investor track sits on a single threshold — AED 2,000,000 or more — applied through one of three asset classes. Within the property route, several properties can be combined to reach the threshold.
Real estate
The most-used investor route. AED 2,000,000 or more invested in qualifying UAE real estate, single property or aggregated. Off-plan and ready property both qualify, provided title or sale-and-purchase documentation is registered with the relevant land department (Dubai Land Department, Abu Dhabi DMT, Sharjah Real Estate Registration Department). Mortgaged property can qualify if the loan is from an approved local bank (ICP). In Dubai, Dubai Land Department's page asks for a bank letter showing AED 2 million paid, and the bank's no-objection letter stating the amount paid and the balance.
The property must be retained for the duration of the visa. GDRFA Dubai places a lien on it and does not allow it to be disposed of during the 10-year permit. Aggregators should keep clean valuation evidence for each asset — ICP looks at the aggregate figure.
Bank deposit
A AED 2,000,000 or more deposit with an accredited UAE financial institution, evidenced by a bank confirmation letter. The deposit must remain in place. ICP asks for the deposit to sit with an investment fund or a national bank operating in the UAE; GDRFA Dubai asks for an accredited local bank's certificate that the deposit is frozen for at least two years, and allows no withdrawal during the 10-year permit. Confirm acceptance with ICP or GDRFA before placing the deposit.
Business equity
AED 2,000,000 or more equity in a UAE-licensed business, evidenced by audited accounts and a Ministry of Economy-recognised auditor's letter. GDRFA Dubai asks for a certified report from an accredited audit firm showing the investor's share of the company's assets at AED 2,000,000 or more, ICP requires the invested capital to be the investor's own and not a loan, and the trade licence must be active. Founders frequently move into this route from the Green Visa (AED 1,000,000) as their company scales, or directly from a Founder Visa once paid capital crosses seven figures.
Entrepreneur Route
Founders who do not yet meet the AED 2,000,000 capital threshold can qualify under the entrepreneur category, which uses recognition rather than headline capital as the gate. Three sub-paths.
Approved registered project. A project worth at least AED 500,000, with a letter from the competent authority in the emirate that it is innovative and an accredited auditor's letter confirming its value (ICP). ICP's guide also accepts an SME registered in the UAE with annual revenues of at least AED 1,000,000; in Dubai, GDRFA asks for a Dubai Future Foundation nomination.
Incubator-approved venture. Approval of the venture idea by an accredited business incubator, the Ministry of Economy, ICP or a local authority (ICP's guide); in Dubai, GDRFA asks for an incubator or Ministry of Economy project with income of AED 2 million. The visa itself is issued by ICP or GDRFA.
Previous successful exit. Founders of one or more ventures sold for a total of at least AED 7,000,000 qualify on track record (ICP, GDRFA). The route exists for serial founders entering the UAE for their next venture without having yet deployed AED 2,000,000 locally.
The entrepreneur route runs through the same ICP / GDRFA channels as the investor route, with the competent authority's or incubator's letter at the front of the application pack, alongside the auditor's valuation where the route requires one. For a founder-specific deep-dive alongside the Investor Visa, Green Visa, and Entrepreneur Visa stack, see the Founder Visa write-up.
Specialised Talent
The talent track is merit-based: most categories rest on a nomination from the relevant ministry or authority, with no salary test, while skilled professionals at MOHRE occupational levels 1 and 2 need a monthly salary of at least AED 30,000, a bachelor's degree and a valid UAE employment contract.
Scientists. Nomination by the Emirates Scientists Council. Typically PhD-level researchers in priority fields — biotechnology, energy, AI, materials, health — with a published track record and a UAE institutional affiliation.
Doctors. Leading healthcare specialists, on a nomination from the Ministry of Health and Prevention or the emirate's health authority (Department of Health Abu Dhabi, Dubai Health Authority), or doctors in the AED 30,000 skilled-professional route with a licence to practise.
Engineers. Leading specialists in industry and the Fourth Industrial Revolution, on a nomination from the Ministry of Industry and Advanced Technology or the relevant local authority, or engineers in the AED 30,000 skilled-professional route.
Creatives, athletes, and cultural contributors. Painters, filmmakers, athletes, and cultural figures nominated by the Ministry of Culture (athletes: the sports authorities) or the equivalent emirate authority; in Dubai, GDRFA also takes nominations from the Dubai Culture and Arts Authority and the Emirates Media Council. The threshold is reputational rather than financial.
Digital-technology talent. Specialists in AI and digital technology, on a nomination from the UAE Council for Artificial Intelligence and Digital Transactions.
Content creators. ICP and GDRFA Dubai list no separate category; a creator would need a nomination under culture and the arts or another exceptional-talent category from the competent authority.
Talent files are the slowest-moving at application time — every one goes through committee review at the nominating authority. Once the file is complete, GDRFA Dubai quotes five days for most Golden categories.
Top Students
Three paths, each a 10-year permit (ICP) granted once: Cabinet Resolution 65/2022 makes the permit for top students and graduates non-renewable, and GDRFA Dubai does not renew it at expiry.
Top UAE high-school students. A Grade 12 score of at least 95% from a government or licensed private school, attested by the Ministry of Education, qualifies for the 10-year Golden Visa. In Dubai, GDRFA lets these students sponsor their parents only, not siblings, and does not renew student Golden permits when they expire.
Graduates of UAE universities. A degree from a university licensed by the Ministry of Education, in ICP's and GDRFA Dubai's wording, within two years of graduating, with a GPA of at least 3.5 at a Category A university or 3.8 at a Category B university. GDRFA Dubai asks for the degree to be authenticated by the Ministry of Higher Education; ICP's guide says the Ministry of Education.
Graduates of top-100 global universities. Graduates of no more than two years' standing, with a GPA of at least 3.5, from a university in the world's top 100 on the international ranking that ICP and GDRFA Dubai say the Ministry of Education recognises, qualify for the 10-year visa. GDRFA Dubai asks for the degree to be authenticated by the Ministry of Higher Education; ICP's guide says the Ministry of Education. MoHESR's service for degrees earned abroad is its recognition report, which the UAE Government Portal names as the official document for visas, among other uses. In Dubai, GDRFA lets graduates sponsor a spouse and children once they show an employment contract, a steady income and housing.
The student route exists to attract young talent before they have accumulated the capital needed for the investor track — one of the more generous student-graduate residency offers globally.
Family, Application, and Renewal
Family rules
A Golden holder can obtain residence permits for a spouse and children, regardless of their age, as well as for parents (ICP). ICP publishes no salary threshold for a Golden holder's parents, and GDRFA Dubai asks that the holder can support the family without government support. Domestic helpers — nanny, driver, cook — are sponsored under separate dependant visas tied to the household. Marriage and birth certificates require embassy attestation and Arabic translation; see Document attestation.
Family members carry the same 10-year term as the holder, renewing on the holder's cycle. If the holder loses Golden Visa status, dependants get a 180-day grace period — ICP's tier for Golden residence holders and their family members — to transition to alternative residency.
Application — ICP and GDRFA
Applications run online through two channels. ICP (Federal Authority for Identity, Citizenship, Customs and Port Security) is the federal portal — the default outside Dubai and for overseas applications. GDRFA Dubai (General Directorate of Residency and Foreigners Affairs) handles Dubai residents and applications anchored in Dubai-issued evidence (DLD title, Dubai trade licence). The two share federal data but accept files independently.
Required documents: passport (six months validity), ICP-format photograph, eligibility evidence (auditor letter, bank confirmation, property title, accelerator letter, sectoral nomination, university certificate, or salary certificate), valid health insurance for you and your family, UAE medical fitness test (chest X-ray + infectious-disease screening), and Emirates ID biometrics.
Costs and timelines
Published fees:
- Application fee: AED 100 through ICP, plus a AED 100 smart-service fee
- Residence permit issuance: AED 100 a year (AED 1,000 for ten years) through ICP; AED 1,100 plus AED 20 through GDRFA Dubai, and AED 500 more if you apply from inside the UAE
- Emirates ID: AED 100 per year (AED 1,000 for the 10-year term), plus an AED 100 ICP smart-service fee
- Medical fitness test: set by the approved centre (AED 700 on Dubai Land Department's property route)
- Health insurance: mandatory, variable by emirate
Through Dubai Land Department's property route the published all-in total is AED 9,884.75 for the holder and AED 5,774.50 for each family member's 10-year permit, plus AED 318.75 to open the sponsorship file and AED 100 for each sponsored person. Corporate-services firms charge their own fees; ask for a written quote.
Once a file is complete, GDRFA Dubai quotes five days for most Golden categories (48 hours for scientists and specialists), and Dubai Land Department 7 to 10 business days for its property route; talent files first wait on the nominating authority's letter. Have attestations and translations done before applying.
Renewal at year ten
Renewal is the same eligibility check as initial application — investor still holding qualifying assets, talent holder still holding the sectoral nomination, entrepreneur still running the recognised project. GDRFA Dubai requires the conditions to be met throughout the permit's validity, so ask ICP or GDRFA when renewal opens. Golden permits for top students and graduates are not renewed (Cabinet Resolution 65/2022; GDRFA Dubai). For compliant holders, renewal is procedural. Holders whose qualifying basis has changed can re-qualify under a different route or step down to a Green Visa.
Practical Implications
Four operational consequences shape why holders value the Golden Visa.
No residency-presence requirement. The 180-day rule does not apply. Holders can be absent for years without invalidating residency, provided the qualifying basis remains. The most-cited advantage for globally mobile holders.
Self-sponsored, employer-independent. No employer sponsor and no establishment card on someone else's licence. The route's conditions still apply: an investor must keep the qualifying investment, and in Dubai GDRFA cancels a Golden permit held on the AED 30,000 salary route if the employment contract is cancelled or the salary falls below AED 30,000; on every route the holder must remain able to support themselves and their family without government support and keep valid health insurance for the family, and ICP may act if the route's conditions stop being met (Cabinet Resolution 65/2022, Annex Art. 4).
Carries to family on a single file. Spouse, children, and parents share the 10-year term and renew on the same cycle.
Combinable with categorical visas. A founder of a recognised startup can hold Golden Visa status under the entrepreneur route and simultaneously qualify as specialised talent — the visa is one document but the underlying qualifications can be plural.
For situations that do not yet fit a Golden Visa route, the Green Visa (AED 1,000,000 or AED 15,000 monthly salary), the Freelance Permit, and Family Sponsorship are the natural alternatives. A side-by-side comparison sits in Golden Visa vs Green Visa; the broader landscape is at Visa Types Explained.
Frequently Asked Questions
Who qualifies for the UAE Golden Visa?
Investors deploying AED 2,000,000 or more in qualifying UAE real estate, accredited bank deposits, or business equity. Entrepreneurs with an approved project worth AED 500,000+ or an SME with AED 1,000,000+ in annual revenue, incubator-approved founders, and founders of ventures sold for AED 7,000,000+. Specialised talent — scientists with Emirates Scientists Council nomination, senior doctors and engineers, creatives, athletes, and digital-technology talent. Top UAE high-school students and recent top graduates of UAE and top-100 global universities. Humanitarian pioneers and front-line professionals.
How much do I need to invest for a Golden Visa?
AED 2,000,000 under the investor route — applied to qualifying real estate (single or aggregated), deposits with accredited UAE financial institutions, or equity in a UAE-licensed business. Mortgaged property can qualify if the loan is from an approved local bank; in Dubai, Dubai Land Department asks for a bank letter showing AED 2 million paid. The entrepreneur route uses a lower AED 500,000 project value, with the competent authority's approval and an accredited auditor's letter. Most talent routes and the student routes have no monetary threshold; skilled professionals need a salary of at least AED 30,000 a month.
Is the Golden Visa really 10 years?
Yes — a 10-year residency, renewable on the same terms at expiry. Family members carry the same 10-year term, expiring and renewing on the holder's cycle. ICP issues every route, the student routes included, for 10 years, but the permit for top students and graduates is granted once and not renewed (Cabinet Resolution 65/2022; GDRFA Dubai).
Can my family come on my Golden Visa?
Yes. You can obtain residence permits for a spouse and children, regardless of their age, as well as for parents (ICP); in Dubai, a school student holding the Golden Visa can sponsor parents only. ICP publishes no salary threshold for a Golden holder's parents, and GDRFA Dubai asks that the holder can support the family without government support. Domestic helpers — nanny, driver, cook — are sponsored under separate dependant visas tied to the household. Family members carry the same 10-year term. Marriage and birth certificates require attestation and Arabic translation.
What are the 2024 Golden Visa expansions?
ICP's current category list is the reference rather than any one year's package. It covers talents in digital technology, on a nomination from the UAE Council for Artificial Intelligence and Digital Transactions; people of culture and the arts and other exceptional talents, on a nomination from the competent authority; and top graduates of UAE universities and of the world's top 100 universities, within two years of graduating. ICP and GDRFA Dubai list no separate content-creator category.
How do I apply for a Golden Visa?
Apply online through the ICP portal (federal, default outside Dubai) or GDRFA Dubai (for Dubai residents). Submit passport, ICP-format photograph, eligibility evidence (auditor letter, bank confirmation, property title, accelerator letter, sectoral nomination, university certificate, or salary certificate), valid health insurance, and a UAE medical fitness test. Biometrics are captured for Emirates ID. Once a file is complete, GDRFA Dubai quotes five days for most categories; talent files first need the nominating authority's letter.
What's the difference between Golden Visa and Green Visa?
Term and threshold. Golden Visa is 10 years with an AED 2,000,000 investor threshold. Green Visa is 5 years with AED 1,000,000 for its investor branch, or AED 15,000 monthly salary plus a bachelor's degree for skilled professionals. Both are self-sponsored. Both are exempt from the six-month absence rule (ICP), and both carry a 180-day grace period after expiry or cancellation. See Golden Visa vs Green Visa for the full side-by-side.
Do I need to live in the UAE to keep my Golden Visa?
No. The Golden Visa is exempt from the 180-day-absence rule that voids legacy UAE residency. Holders can be outside the UAE for years without losing residency, provided the qualifying basis (the AED 2,000,000 investment, the talent nomination, the recognised entrepreneurial project) remains in place. This is the most-cited operational advantage for globally mobile holders.
Can I get a Golden Visa as a content creator or AI expert?
AI experts: yes, as talents in digital technology, on a nomination from the UAE Council for Artificial Intelligence and Digital Transactions. Content creators: ICP and GDRFA Dubai list no separate category, so a creator needs a nomination from a competent authority under culture and the arts or another exceptional-talent category; in Dubai, GDRFA takes culture-and-arts nominations from the Ministry of Culture, the Dubai Culture and Arts Authority or the Emirates Media Council. Both run through standard ICP / GDRFA channels with the nomination letter at the front of the pack.
What happens at renewal?
Renewal at year ten is the same eligibility check as initial application. Investors must still hold the qualifying assets, talent holders the sectoral nomination, and entrepreneurs the recognised project. GDRFA Dubai requires the conditions to be met throughout the permit's validity, so ask ICP or GDRFA when renewal opens; Golden permits for top students and graduates are not renewed. For compliant holders, renewal is procedural — refreshed evidence pack, updated medical, new Emirates ID. Holders whose qualifying basis has changed can re-qualify under a different route or step down to a Green Visa.
