Latest update — August 2026: federal drug regulation has moved from MOHAP to the Emirates Drug Establishment (EDE), created by Federal Decree-Law 28/2023, with the handover of 44 pharmaceutical services completed in December 2025. The personal medicine import e-permit itself is unchanged: free, issued in an average of one working day, applied for online with UAE PASS. The controlled-medicines travellers list and the application now sit on ede.gov.ae alongside the MOHAP website and smart app.
You can legally bring most prescription medicines into the UAE: narcotic and controlled (psychotropic) medicines up to the shorter of your length of stay or a three-month supply, and ordinary prescription-only medicines up to a six-month supply — provided you carry a recent prescription and, for controlled items, an attested medical report. The rules come from Federal Decree-Law No. 30 of 2021 on Combating Narcotics and Psychotropic Substances and the travellers' list published by the Emirates Drug Establishment and the Ministry of Health and Prevention (MOHAP). Get it wrong and it stops being a paperwork problem: unauthorised possession of a listed substance carries a minimum of three months' imprisonment or an AED 20,000–100,000 fine for a first offence, and one British traveller was initially sentenced to 25 years over four bottles of CBD vape liquid.

How the UAE Classifies Medicines: Banned, Controlled, Normal
UAE law sorts medicines into three practical groups for travellers, all keyed to the schedules of Federal Decree-Law 30/2021:
- Prohibited substances. Around 69 of the roughly 268 entries on the official travellers list are marked "Prohibited" — no permit exists that lets you carry them. This group includes cannabis plant and resin (Narcotic Schedule IV), tetrahydrocannabinol/THC (Psychotropic Schedule I), heroin, cocaine, LSD, MDA/ecstasy-type substances and fentanyl analogues such as 3-methylfentanyl.
- Narcotic and controlled medicines. Legitimate medicines that appear on the narcotic or psychotropic schedules, or are tagged "CD" (controlled drug): opioid painkillers, benzodiazepines, sleep medicines, ADHD stimulants, tramadol, pregabalin, gabapentin and codeine. These may be carried with a prescription and an attested medical report, capped at the shorter of your stay or three months' use — ideally with the free e-permit arranged before you fly.
- Normal prescription and OTC medicines. Everything not on the list — antibiotics, blood-pressure and diabetes medicines, insulin, HRT, asthma inhalers, contraceptives. No permit needed; carry the prescription for anything prescription-only.
The definitive reference is the "Alphabetical List of INCB and EDE Controlled Narcotics / Psychotropics and Controlled (CD) Drugs" published on ede.gov.ae (last dated 15/09/2022 as of mid-2026). Each row gives the substance, its schedule, and the exact allowance and documents. If a medicine is not on that list and is not a narcotic or psychotropic, MOHAP's own FAQ says you "can carry [your] medicines safely without any prior submission".

One honest caveat: many embassy and airline pages still quote a blanket "three-month rule" for everything. MOHAP's published service FAQ is more generous for non-controlled medicines — "for the prescription only medicines, a maximum quantity required for six months" — but customs officers work from the documents in front of them. If you can manage with three months' supply, carry that; it removes the argument entirely.
The Import E-Permit: Free, Online, About One Working Day
The formal service is called "Issue of Permit to Import Medicines for Personal Use" (service code 110-02-001-000). Two things it does:
- For travellers it is an optional pre-approval to carry narcotic and controlled medicines through the airport. Optional does not mean pointless: an e-permit turns a potential customs interview into a document check.
- For UAE residents it is the only lawful way to import personal narcotic or psychotropic medicines through shipping companies. Without it, a courier package containing controlled medicine is an unlicensed drug import.
The service is free and the published average processing time is one working day, though applying at least a couple of weeks before travel leaves room for rejected documents. Support: call centre 800 11111 or SmartServicesSupport@mohap.gov.ae. Residents log in with UAE PASS linked to their Emirates ID; visitors can create a UAE PASS visitor account with a passport.
Step-by-step application
- Create or verify your UAE PASS account (resident or visitor level).
- Obtain a prescription issued within the last 3 months, stamped by the treating facility, showing your full name, the medicine, dose, dosage form, duration of treatment, issue date and physician's name.
- Obtain a medical report issued within the last year covering diagnosis and treatment plan, authenticated/stamped by the health facility or health authority where you are treated. - Scan your passport (and Emirates ID if resident).
- Apply on the EDE portal (ede.gov.ae) or via the MOHAP website/smart app, fill in the medicine names (trade or generic names both accepted) and attach the documents.
- Receive the electronic permit — free, average one working day — then save a copy on your phone and print one to travel with, alongside the medicines in their original pharmacy packaging.

Is Adderall actually banned?
This is the question with the most misinformation. Several travel and legal guides state flatly that amphetamine salts "cannot be imported under any circumstances". The official EDE travellers list says otherwise: amfetamine, dexamfetamine and lisdexamfetamine each appear as Psychotropic Schedule II with the standard allowance — "quantity for the period of stay or a maximum three months use whichever is less", with a prescription or attested medical report required. In other words, a traveller with genuine documentation is on the legal side of the line, and materially safer with the free e-permit approved before departure. Two real-world caveats: border officers have discretion, so carry every document rather than testing the minimum; and Adderall is not registered for sale in the UAE, so you cannot refill it locally — long-stay patients are typically switched by UAE psychiatrists to methylphenidate or atomoxetine (Strattera), both prescribed in-country (see our pharmacy and medication guide).
CBD is a criminal matter, not a grey area
No cannabis-derived product is importable — not oil, not gummies, not topicals, not vape liquid, regardless of THC percentage or legality where you bought it. Possession is prosecuted under Federal Decree-Law 30/2021. The case to remember: British football coach Billy Hood was sentenced in 2021 to 25 years over four small bottles of CBD vape oil found in his car, reduced to 10 years on appeal after international campaigning. Airport scanners and drug-trace swabs do detect vape liquids and edibles. Leave every CBD product at home, including "THC-free" ones — lab traces have been enough to trigger prosecution.
Melatonin
Melatonin is not on the controlled travellers list, and major UAE pharmacy chains such as BinSina and Life Pharmacy sell 3mg and 5mg melatonin tablets openly as dietary supplements. Older guidance described it as prescription-only, so keep it in its original labelled container; no permit is needed.
What Happens at the Airport
The official rule, printed on the service card: "If a prior approval wasn't obtained, travelers must declare their narcotic and controlled medicines upon arrival at the country's ports along with the prescription and medical report." Practically, that means using the red/declare channel at Dubai, Abu Dhabi or Sharjah customs rather than walking through green with tramadol in your bag. Transit passengers who stay airside are exempt from the approval requirement, though carrying the prescription is still recommended.
Bags are X-rayed on arrival and random secondary checks happen. Keep medicines in carry-on luggage, in original pharmacy packaging, with quantities matching your paperwork. The downside risk is defined by Articles 41–45 of Federal Decree-Law 30/2021: a first offence of unauthorised possession or use draws a minimum of three months' imprisonment or a fine of AED 20,000–100,000 depending on the schedule, with escalation to a minimum of six months for a second offence within three years and two years for a third. Article 45 lets courts send first-time offenders to rehabilitation instead of prison — a genuine reform in the 2021 law — but you do not want to be the test case. Larger quantities or anything suggesting supply moves the charge into trafficking territory with penalties measured in decades.
Never Mail Medication to Yourself
Posting medicine to the UAE — from a relative, an online pharmacy, or your own home supply — is treated as importation, not personal carriage. The only lawful route is the resident version of the same e-permit, which authorises importing personal narcotic and psychotropic medicines "through shipping companies" with the approval issued before the parcel ships. An unapproved package of controlled medicine intercepted by customs exposes the addressee to unlicensed-import charges, which sit well above simple possession in severity. UAE press has reported for years on residents prosecuted or fined over online medicine orders of products not licensed locally. If you are running low, the safe answer is a local prescription, not a courier.
If You Run Out Inside the UAE
Pharmacists in the UAE generally cannot dispense against foreign prescriptions, so the fix is a consultation with a licensed local doctor who can re-prescribe a registered equivalent — usually same-week for a GP visit, and controlled medicines come on special prescription forms with shorter supplies per fill. Is Adderall legal in the UAE?
